South Caucasus and Central Asia

The sub-region of South Caucasus and Central Asia is highly prone to natural disasters, such as earthquakes, floods, landslides, extreme weather events and droughts, which regularly cause significant human loss, as well as major economic and environmental damage. 

UN agencies and other partners coordinate their disaster risk reduction efforts to support individuals, communities and institutions to better understand, respond to, and mitigate specific risks arising from natural hazards. 

Member agencies of CADRI jointly developed an approach in capacity development for DRR, including preparedness for emergency response, articulated through three elements: (i) Undertaking a Disaster Risk Reduction Capacity Assessment under Government and UN Country Team leadership through a multi-stakeholder process; (ii) Supporting Governments and UN Country Teams to develop National Plans of Action for Capacity Development in Disaster Risk Reduction; and (iii) Providing, where appropriate, technical support and monitoring of the implementation of selected capacity development activities of the National Plan of Action. 

This service package includes a DRR Capacity Assessment Tool, which has been adapted and applied in 15 countries and for 3 regional economic communities up to present.

Based on this experience, member agencies of CADRI delivered a training programme for regional advisors/ officers in order to better support their respective agencies’ in-country programming in a more cohesive and comprehensive manner, while reinforcing joint planning capacities at the regional level.

The specific objectives of the workshop were to:

  1. Provide a forum of discussion on the status of capacity development initiatives, programmes and tools in DRR in the Caucasus and Central Asia, including country-level experience and lessons learned from various agencies;
  2. Present the CADRI approach on capacity development in DRR (including preparedness for response): CADRI methodology for conducting capacity assessments; operationalization at country level; and support to development and implementation of National Plans of Action for capacity development in DRR;
  3. Undertake a join analysis of challenges, gaps and needs for capacity development in DRR and reach agreement on priorities and joint programme of support to countries in the sub-region.
